[Hallb] CLAS12 \mu\mu proposal: DDVCS, TCS and J/psi

Many thanks to the contributors for their hard work in preparing the proposal. Special thanks to Chris Guthrie and Bob Miller, who made the conceptual design of the upgraded uCLAS12.

We will now prepare for the PAC presentation and the answers of the TAC committees, which will come soon. Anyone interested in contributing and has free cycles to work on MC, analysis, and strengthening the physics case is welcome to join the effort.
