[Hallb_ops] [Hallb-engineering] Clean power outage

Hello,

Correct me if I'm wrong but this is a shutdown day.  Is it wise to have a
planned power outage on a shutdown day?  Maybe this excludes power to the
Hall?  I think its advisable to have planned power outages when support is
available.
