[Hallc] Draft commissioning/early experiment plan for Hall C

Dear Hall C Users:

At the Hall C summer physics meeting in August, a discussion of
commissioning and early experiments was started.  Experiments that
wished to be considered as commissioning or early experiments (first
two years) gave presentations at that meeting.  As discussions of
commissioning plans will occur at the next PAC meeting (summer of
2012), I would like to achieve, at the January Hall C meeting, as much
consensus as possible on what to present to the PAC.

Below is a draft of early experiment schedule that was prepared after
discussions at the August meeting and with input from the SHMS-HMS
User group board.  In preparing this, I was motivated by the
following guidelines:

1.  For the first experiment do a mix of short experiments that have low
requirements and provide calibration/performance data for subsequent
experiments.  (And get as many theses as possible out of this.)

2.  Do A/A- experiments as early as possible

3.  Do experiments that exercise full PID capabilities, polarized beam,
high SHMS momentum, and unique Hall C capabilities (i.e. Rosenbluth) early.

4.  Given the large role of SIDIS (semi-inclusive deep inelastic
scattering), do some SIDIS measurements in a timely manner to maximize
impact on the global SIDIS program.

5.  Try to maximize the involvement of spokespersons/experiment
proponents that are making major contributions to the upgrade.  Try to
keep in mind the careers of "young" spokespersons.

6.  Start a large installation in the first two years

Draft Schedule:

1st "Experiment"  ~25 PAC days
    Collection of short experiments and parts of experiments.  Details
    worked out by collaborators.

    E12-06-107 B+ 9 Day (e,e'p) only (Dutta, Ent)
       "Easy Coincidence".
    E12-10-002 B+ 13 Days (Malace, Niculescu, Keppel)
    E12-10-108 A- EMC (Arrington, Daniel, Gaskell) Do limited parts

2nd Experiment
    E12-09-017 SIDIS Pt A- 32 days (Mkrtchyan, Bosted, Ent)
        Do some K detection commissioning

3rd Experiment
    E12-09-002 SIDIS CSV A- 22 days (Hafidi, Gaskell, Dutta)
    	
4th Experiment
    E12-09-011 40 days B+ (e,e'K) factorization (Horn, Huber, Markowitz)
        A Rosenbluth experiment.  (Because it is statistics limited
	it does not require a good systematics as as the pion
	form factor or exclusive (e,e'pi) scaling.)

5th Experiment
    E12-06-121 g2 A- 29 Days (Averett, Korsch, Meziani, Sawatzky)
        If He3 experiment in Hall A done,
    	       otherwise
    E12-11-002 He4 Recoil Pol B+ 37 days (Brash et.al.)
        Exercise Compton and Moller

At 50% efficiency, the above totals about 42 weeks and could conceivably
be done in two years.

While the entire above experiment ordering is up for discussion, I would
particularly welcome proposals to make the second experiment, like the
first "experiment", be a collection of short or scientifically logical
portions of experiments that add up to about 30 days.

discuss this at the January meeting.
