[Hallc] PAC 43 closeout

Attached are the results from PAC43 for the proposals presented this week to the PAC.

No experiments were outright approved, but several were conditionally approved.  The C1 is form technical issues and can be lifted by the laboratory.  Experiments with C2 must come back to a future PAC to address the conditions.  These conditions will be spelled out in the PAC report which will be available in a week or two.
