[Hallc] DOE concurrence: Hall C KPP has been demonstrated

Manager.
Congratulations and thanks for the long but successful effort!

Dear Team -

DOE has reviewed the material you provided in support of the Key 
Performance Parameter demonstration during last week's beam run.

I have received concurrence from the 12 GeV Upgrade Federal Project 
Director and the Federal Program Manager that the Key Performance 
Parameter for Hall C has been met!  They describe your achievement as 
'outstanding' and send their congratulations.
