[Hallc] Proposal to measure GEn/GMn at 4.5 (GeV/c)^2 using charge exchange and recoil polarimetry

Please find a new proposal to PAC45 to measure GEn/GMn using recoil
polarimetry within the SBS apparatus Hall A.  In addition to extending
the measured range of GEn/GMn to 4.5 (GeV/c)^2 in modest beam time, this
experiment will provide critical data on using the charge exchange
channel in future JLab measurements pushing to higher Q^2.
