[Hallc] Open Shifts in Hall C

Hello All,

Everything so far looks to be on schedule to start running on Thursday, Jan
11.

There are a few early shifts that still need to be filled, these are mostly
Owl shifts.
If you are able please do sign up for the open shifts. It would be good to
be able to show a full calendar of staffed shifts.

I will start to post daily updates on the accelerator and hall schedule
starting tomorrow.
