[Hallc] hallcweb PSI elog short outage: 5/16/2018 10PM

As part of an ongoing upgrade of the Hall C webserver hallcweb, I am 
upgrading the PSI elog software.  This software runs the various 
analysis and run preparation logbooks such as the "Commissioning 
Experiments Analysis", "E12-10-002 Preparations", "Yerevan", and other 
logbooks.

The logbooks will go down at 10PM tonight, and hopefully be backup 
within an hour.  To be safe don't make an new entries into the logbooks 
before midnight.

The main change to the logbook software will be that you will no longer 
need a separate password for the elogs.  You will just login with your 
JLab username and JLab password.  Some users have ELOG usernames that 
differ from their JLab username.  For those user, please use your JLab 
username.
