[Hallc] Update on beam starting date shifted to Aug 18th

There was a lab-wide safety pause so that all high-hazard work is suspended until a complete review of planned
work tasks is carried out, and a work restart authorization is issued by the Division Leader. High-hazard work
includes any task with an unmitigated risk code of 3 or 4 and/or any task including class 2 or 3 electrical equipment.

Given that it will take time to go through all the Work Control Documents for high hazard work across the lab,
the physics start date for beam has shifted to August 18th.
