[Hallc] Updated EPAS info

Hello Hall A and C users,
              With the lab changeover to using  EPAS , it was not clear what the users role would be.
Users can be EPAS trained , so that the user can submit EPAS. You can modify your
SRL (Skills Requirement List) to include EPAS000 and EPAS001.
          For detector tests or other setups at JLab, you need to put in a HCLIST or HALIST as before.
Form the HALIST (HCLIST) you can link the appropriate EPAS.
