[Hallc] Hall C User Board election now open.

Hi,
            For Google forms, if you require that it limit to one response
then it requires that everyone has google account.
          I turned off this feature. So now you do not need to have a
google account. Hopefully people will remember if they voted.

Hi Hall C,

Why is this election being carried out on google forms? A google account
is required to access the ballots. I happen to have one but voting should
be available to all Hall C members, regardless of having or not having a
google account.
