[Hallc] Update on JLab status

Hi,
     Yesterday there was an JLab All-Hands meeting. The lab has a plan to be open until Nov 14th
with furlough starting on Nov 17th. This is the best that the lab knows at this time.
The lab computing resources will not be available for users during the furlough according to Amber.
