Log:

Changes to the Compton CRLs to agree with incremental changes to the DAQ:
- helicity read-out using IO register and STR7200 scaler is working again
- helicity read-out using SIS3801 userbits is still trailing reality by
  one window, but that needs a hardware fix (and is redundant)
- the TS CRL does not try to read the scalers on a trigger 3 (e-detector)
  event, as that confuses the helicity algorithms
- flags file has now reasonable values for the photon detector thresholds
  and timing, and is copied properly when installing to the production
  directory.
