[Hallc_running] Rough Runplan for d2n

I've updated the 'd2n Run Plan Overview' page here:

A more detailed runlist is in the google doc linked at the top of that
page.

Murchhana has agreed to track accumulated charge and ensure the run
database is up to date and correct.

We will revisit things and modify it as we go, but that outlines my
general plan.
