[Hallc_running] /cache will be read-only

Hello Hall C people,

Another change that may affect us is that /cache will be read-only soon. This helps resolve multiple issues happened during the write-through cache, such as tape and disk out of sync etc. The change will be implemented on a maintenance day. An announcement should be expected from the Scicomp group.

Once /cache becomes read-only, only tape system is allowed to write to /cache. Please adjust your SWIF scripts to ensure that the output files aren’t written to /cache. If you need to put some files to the tape, please write to /volatile then jput.

Please let me know if there is any concern regarding this change.
