[Hallc_running] [New Logentry] RC daily update

We have been taking production data on LD2 at 0.3 muA since yesterday up until 7 am this morning when a breaker failure at the C-ESC switchboard panel took down power to Hall C equipment (except for equipment on clean power like DAQ crates, cryo controls for magnets). For details see: https://logbooks.jlab.org/entry/4362372. Major systems such as beamline and target scattering chamber vacuum pumps and magnets power supplies are down. Facilities are working to repair the C-ESC switchboard. Once all power is retored to Hall C there will be up to 3 days needed to recover the LD2 target (vacuum restoration and cooldown of the target). 

Effective immediately all shifts in Hall C are cancelled until Wednesday day. Shifts starting with Wednesday day are on standby and their status may change once we know more from Facilities on how long it will take to restore C-ESC.
