[Hallcsw] Git source code management for Hall C++ analyzer

At the Feb 23 Hall C software meeting there was consensus that 12 GeV
analysis software be in ROOT/C++, based on the Hall A analyzer.  There
was also some agreement that the Git version control system be used for
the management of code development.

As an exercise in learning git, I have created git repository containing
a skeleton Hall C analyzer.  The analyzer does nothing useful, but does
illustrate how we might setup the directory structure and makefile to
build an analyzer that layers on top of unmodified Hall A analyzer
libraries.
