[Hallcsw] Using "Issues" and "Miestones" in github to tracking hcana progress

We are trying to take advantage feature of github to
track the progress with hcana. The plan is to use the
"issues" and "milestones". To look at the present
set of open issues see:
https://github.com/JeffersonLab/hcana/issues?state=open

To be able to open issues, Steve needs to add you to
the JeffersonLab Hall C team, so email Steve your
github username.

Presently there are no "milestones" , I hope to update this
in the coming days.
