[Hallcsw] cdaq at cdaql1 software upgrades

I've added scons 2.5.0 and python 2.7.1 to the default path for
cdaq at cdaql1 (and technically any RHEL6 cdaq at cdaq* machine).

I also tested (but left *disabled*) bringing in the 
'/site/12gev_phys/production.csh 2.0' environment with ROOT6, gcc5.2, G4
10.0, etc and it seems to work.  We should not enable this until after
the KPP run is complete this spring.

Try it out and let me know if you run into problems.
