[Hallcsw] Improvements to SCONS

Improvements to scons files have been implmented in podd and hcana.
Steve has updated the podd submodule in hcana.
SO now if you pull down the latest hcana from the upstream (JeffersonLab)
and do 
git submodule sync
git submodule update 

The hcana will compile properly. At least it did for me on cdaql1 with
both root PRO and root 6.08 .
