[Halld-cal] Bcal Readout Review documentation

Dear collaborators,

I have moved the link from the Bcal Readout Review to the public area
under http://www.jlab.org/Hall-D/reviews/. The final versions of the talks
are available as well as links to the pre-brief material. Of course most
of the information is also available on the portal, though not organized
logically around the review.

I believe the reviewers did a nice job of assessing the status of our work
and the project and gave us very useful feedback. We do not have a final
report, but here are some notes I took during the closeout. Others can
comment/correct on the outcome:

Findings
- Systematic studies on needs of the readout have been conducted motivated
by physics requirements
- Discussion presented on infrastructure and cost considerations
- FM is a viable option which could be implemented soon
- SiPM has advantages, but not ready for procurement.

Suggestions:
- Develop system for calibration and response, especially for summing
option
- Proceed with either the all FM or all SiPM option (no hybrids)

Recommendations:
- Develop a comprehensive test plan to evaluating "production" SiPM units
this fall
- Invest the time to test and evaluate SiPM units before proceeding
with procurement.
