[Halld-cal] BCAL Readout and SiPM arrays

Hello all,

I placed two documents on the portal, GlueX-doc-1373 and 1374 describing 
the BCAL readout parameters and electrical qualification tests of the 
Hamamatsu 4x4 array.

The arrays and the readout pass the electrical qualification and will 
now be tested in more detail by Carl Zorn.
