[Halld-cal] Hall B CTOF Readout

Hi all,

I have placed GlueX-doc-1380 on the portal. This note describes an 
alternative readout for the Hall B Central TOF using the Hamamatsu H8500 
PMT assembly and may be of interest to Hall D. The H8500 has a large 
effective area (48 mm x 48 mm), is relatively insensitive to magnetic 
fields due to its metal channel dynode structure and has very good 
timing characteristics.
