[Halld-cal] Tentative collaboration meeting agenda

I have added the tentative CAL agenda for the collaboration meeting:

* Construction status of Bcal (Zisis)
* Construction readiness of Fcal (Matt)
* Radiation tests of SiPMs (Yi Qiang)
* Open

Possibilities were:
Calibration (Athens?)
Updates from Santa Maria (Will?)

Are they any additional other updates that should be reported at the
collaboration meeting? Let me know so we can add it to the agenda
(deadline Wed afternoon).
