[Halld-cal] Minutes posted

Hi Elton,

there are plots in GlueX-doc-1081 regarding BCAL photon reconstruction, 
with the reconstruction efficiency for 1 and 0.3 GeV photons, which I 
linked to the minutes. There are some older plots in GlueX-doc-951-v1 
and GlueX-doc-852-v2, if you want I can link them too.
