[Halld-cal] proposal for FCAL beamtest in Hall B

Hi Kei,
The FCAL test trigger requires a number of coincidences and other
logic. I don't know if we have enough NIM modules at JLab to implement
such a trigger. Do you have enough equipment at IU to implement this?
If not we'll have to discuss where such equipment might come from,
whether we can beg/borrow/steal it, build it ourselves, or whether we
have to purchase it and what budget it might come from.
