[Halld-cal] Proceed with production testing

Dear Will and Serguei,

Based on the discussion at this morning's Bcal readout meeting please
1. Proceed with production testing of SiPMs using Stage 1 and 2
2. Proceed with production testing of SiPMs using Stage 3 after 
verifying proper thermal contact of SiPMs to cooling plate.

Thanks for all your hard work to get the test setup operational and 
performing all the checks necessary to ensure reliable results,
