[Halld-cal] Optimal Bias Voltage for BCAL SiPMs

Hi,

I just uploaded a note on the optimal bias voltage for the BCAL SiPMs to 
DocDB based on the parametrization I obtained from our SiPM measurements.

With low radiation damage/dark rate, the optimal value is 1.15 V above 
the breakdown voltage.
