[Halld-cal] Photos of bcal electronics/cooling package

Dear collaborators,

I have uploaded photos of the bcal electronics/cooling package to the wiki

One package has been tested and found a few missing outputs. The second 
package has a short and does not hold its bias voltage. Fernando is 
currently checking it.
