[Halld-cal] Report on tests of pre-production Bcal readout with the mini-BCAL

I have submitted a draft report on the tests of the pre-production BCAL 
readout to the portal GlueX-doc-2053.  Any comments or feedback is 
welcome. My conclusion is that we are ready to proceed with production.
