[Halld-cal] Final version of FCAL beam test NIM article

For those involved in the FCAL beam test,

The final draft of the NIM article is available on the DocDB

Compared to the previous version, there have been several
wording changes.

I plan to submit the draft to NIM on Wednesday morning.
Please take a look at the author list again and let me know
if there are any revisions.
