[Halld-cal] Final decisions on FCAL LEDs for monitoring

Dear Christine,

In order to have a record of our decision, I am sending this to the 
halld-cal mail server.

During the collaboration, we came to a consensus regarding which LEDs to 
be included into the FCAL Quad LED boards:
- 1 violet @390 nm
- 1 blue @ 470 nm
- 2 green @574 nm (firing these in unison will allow for twice the 
normal intensity)

Christina and her team will confirm our expectations with the 2 green 
LEDs firing at the same time and follow this plan if no problems are found.

The length of the cables from the quad LED boards to the controller will 
be made 4 m long.
