[Halld-cal] BCAL History

Hi everyone:

in working on the BCAL section of the TDR, George and I decided to gather the results (in more detail) together with historical information in a single document.  It is now GlueX-doc-2245.  It contains information from several technical reports and NIM papers as well as info from the BCAL web site.

The TDR section will be a subset of this, containing essentially the status quo performance of the BCAL with only a bit of detail on the road that got us here.
