[Halld-cal] plexiglass sheet specs

Dear Christina and Matt,

Chuck is preparing the drawings to order the 4 plexiglass for the Fcal 
monitoring system. We plan to sand and paint the panels here at JLab. I 
wanted to verify a couple of details:

definition: inside edge - edges opposite other panels, outside edge - 
edges where the LEDs are mounted on the periphery away from the beam.

1. Do the inside edges need to be polished? (They seem to be on the sample)
2. I assume the black paint goes on the outside edges (where the LEDs 
are mounted)
3. The material for the panel is UVT acrylic
