[Halld-cal] Independent Pulser signals to the FCAL

Hi John and Matt,

Thanks for the input. We will go ahead with the current plan, which 
means all panels will be pulsed at the same time. I note that even  
under this configuration one would be able to pulse one panel at a time 
for tests by unplugging the cable that goes to particular panels.
