[Halld-cal] Update to BCAL calibrations document

Hi all,

I have updated the GlueX-doc-2618 "Low-level calibration constants for 
BCAL."

The main addition is a first stab at Appx B that contain a description 
of the TDC roll over. I am sure this will  have to be revised for 
accuracy and clarity, but I wanted to get my first notes out before I 
holiday senility sets in. Comments/feedback is welcome, but I probably 
won't incorporate any suggestions till the next year.
