[Halld-cal] update to PHOTON_BEAM ccdb tables

Hello Sean,

Have a look at the changes I made to the ccdb tables under PHOTON_BEAM. I
have added a "mc" var to provide a model of the tagger channel -> energy
maps that we can use in simulations for the fixed array and microscope. I
am now adding code in hdgeant and the analysis library to make use of these
constants.
