[Halld-cal] [Revised Logentry] Turn BCAL back on

<p>After last month's power outage, turning BCAL electronics back on. The chiller has been on for some time and temperatures and humidity has stabilized. See attached figure.</p><ul><li>Turned on LV and crate for LEDs</li><li>Turned on all fADC, TDC and disc crates. The only crate that had already been on was vmebcal1.</li><li>Turned on all bias and LV crates for SiPMs</li><li>Turned on NIM electronics</li><li>Turned on chillers and se to "remote". Set point is 64.4 deg F (18 deg C).</li><li>Restored Bias and LV voltages from spring 2015 restore file.</li><li>LV on SiPM all came up except for Upstream channels 4, 5 and 6 (channel status is "unplugged"). I have turned them back off to check on connections.</li><li>Bias on SiPM all came back. I have turned them back off until LV settings are fixed.</li><li>After power cycling the south upstream Wiener crate, the LV came back.</li><li>Turned on all LV and bias on the SiPMs</li><li>The LED controls were not working. I reset the c
 ontroller (still a bug in the system requires this after startup). This brought the crate back to life. Controls are working. However, I did notice that the lights on the LED distribution box seem to be off, but I thought they should be on. </li></ul>
