[Halld-cal] [Revised Logentry] BCAL restored after power outage

<ul><li>After the power outage yesterday, all BCAL DAQ crates were off.</li><li>The bias and LV crates were on, but in uncertain state.</li><li>I powered up all the DAQ crates. They seem to have come up, but not yet checked.</li><li>I power cycled the bias and LV crates. I have restored the backup files for all channels and turned the power back on. All came up fine.</li><li>I power cycled the LED pulser crate and the bias/LV crate, rebooted the IOC. It appears the controls for the pulser are now working.</li></ul>
