[Halld-cal] [New Logentry] Bipolar thresholds for DSC

The new firmware (10E) was installed on all discriminator crates, which allows one to set 
bipolar thresholds.

Thresholds for each individual channel can be set in the crate-specific config file
(see examples for BCAL in /gluex/CALIB/ALL/dsc/default ) using the following lines

######################### 

 DSC2_ALLCH_THR       0      14      15      12       9       9       1       1      22       7      18       1      19      20      19      26

Note, negative threshold values here  correspond to positive thresholds
