[Halld-cal] Summary of Spring 17 BCAL calibrations

The BCAL calibrations were completely redone using higher statistics (10 files from each run) that were available from monitoring launches ver14, 15 and 16.

A few remaining 4 ns offsets from 3 channels in a few runs were corrected.  These corrections represent the only run-dependent entries made.  All other calibrations were studied as a function of run number and found to be constant enough to use a single value for Spring 17.
