[Halld-cal] Latest version of BCAL NIM on DocDB

Dear collaborators,

I have replaced a dated version of the paper on DocDB with the latest 
draft. We will add one final figure and adjust the summary and abstract 
accordingly. Aside from that, it is ready to go to the collaboration for 
comments and feedback, hopefully next week.
