[Halld-cal] BCAL NIM article submitted for JLab review

Dear collaborators,

I have submitted the BCAL NIM article for JLab review. It includes all 
the feedback that I have received from all of you. Thanks for reading 
the paper and suggesting improvements. This final draft has been 
uploaded to the portal GlueX-doc-3385 
(https://halldweb.jlab.org/doc-private/DocDB/ShowDocument?docid=3385).

If there are any final corrections, met me know ASAP.

The plan is to incorporate any comments from the JLab review and then 
submit the paper to NIMA.
