[Halld-cal] FCAL Pedestal Analysis Update

Hi everyone,
I took the liberty in an otherwise slow shift to work on making a plugin
for FCAL pedestal averaging. I have run into a couple of bugs namely in
trying to gather pedestals at the same bin for averaging. It will show in
the 2D "Total" distributions. Otherwise I feel that I am getting closer to
the desired monitoring correction.

Suggestions and prevalent bugs I didn't catch are welcome.
