[Halld-cal] [EXTERNAL] overview wiki pages

Hi all,

As we discussed in the Cal meeting today, here are the two overview pages:

- Dataset summary, keeps a high-level overview of the major events and
configuration changes:

- Validation page: used for work during the run to identify which runs
are the good physics runs, and during the data quality monitoring
processes (note that a lot of runs which satisfy the RCDB criteria for
a production run are not really production runs, so we have to go
through and check everything by hand... it's better than it used to
be, at least):

Anyone can make additional notes in either of these pages, but you
probably do want other pages to track changes between run periods.
