[Halld-cal] [New Logentry] BCAL gains in module 26 have changed

As a follow up to the incident with BCAL module 26 and what Varun already showed with LED signals.

The gain ratios were determined using the usual method (See 3306797) using monitoring histograms (mon_ver01).

It seems clear that a number of channels in BCAL module 26 have INCREASED their gain significantly after the incident.
