[Halld-cal] FCAL software cleanup

Dear Colleagues,

I am planning on doing a cleanup of some the FCAL software related to bases and monitoring of performance.

By this I mean:
	Move all software to a single location that is subject to regular backups.
	Add the software to a repository (either halldsvn or hdutilities.)
	Clean up old and multiple versions (maybe tar and send to tape beforehand.)
