[Halld-controls] Generic Hall D controls

Hi,

I believe the time has come for some of us to meet regularly concerning 
the full control system for Hall D.

We have a lot of experience with the PLC from the coil tests, we have 
identified a lead PLC programmer (Josh Ballard), work on many controls 
items in the P3E schedule has officially started, we are beginning to 
set up the controls test stand, and the Hall D Online meeting covers too 
many subjects.

Thus a separate meeting seems like a good idea.  I'm thinking once every 
two weeks, alternating with the Online meeting, but at a separate time 
so we don't clash with the Offline meeting. 

Core attendees would be Hovanes, Josh, and me, perhaps David, Yi, Mark 
and/or Scot, but of course everyone is welcome to attend.

How about Thurs morning or afternoon?  Or maybe Tues late morning or 
early afternoon?  What do you think?
