[Halld-controls] Solenoid voltage taps

Hi,

Based on George's latest list of "tap-coils" I count 17 voltage taps on 
the coils plus two more for the vapor cooled leads giving 19 total coil 
voltage channels.

All these should go into the PLC.  A few will connect to the quench 
detector.  I'm not sure how many need to be connected to the fast DAQ 
system.
