[Halld-controls] Networking to trailer and EEL 126

Hi,

Progress on two issues that arose this morning:

- Bryan said they'd be happy to move the switch in the Test Lab to EEL 
126 when we're ready.
- I will contact Facilities concerning running fiber from the counting 
house to the trailer.  Bryan has all the equipment needed to make this 
work, but Facilities takes care of anything underground.  We may be able 
to run fiber in the power conduits that run to the trailer.
